International Festival of Children's and Young People's Cine and Video Creative Art in St. Petersburg, Russia. Note that if there is speech it must be in Russian or subtitled in Russian.

This is a festival for under-18s which is held annually in St.Petersburg, Russia. There is no restriction on theme. Entries up to 10 minutes long, up to ten entries per film maker, but each must be on a separate cassette. Those whose films have been selected for the festival (i.e. which get through the prejudging) will be requested to pay a EURO 10 fee.

They accept PAL: mini DV cassettes or on DVD disks. Films on disk must be only in DVD formats (MPEG-2 or AVI). Cassettes and disks must be packed in hard cases. Soundtracks, captions or subtitles must be in Russian (insignificant inclusion of text in English is permitted).
